Sarvam AI signs MoU with HQ IDS for armed forces AI projects

Sarvam AI has signed a memorandum of understanding (MoU) with Headquarters Integrated Defence Staff (HQ IDS) to set up an umbrella framework for AI projects across the Indian Army, Navy and Air Force. The company announced the agreement on October 27.
On October 28, Sarvam clarified that the MoU was signed with HQ IDS, which it identifies as an organisation under the Ministry of Defence, and not directly with the Ministry. Its post continues to refer to the Ministry as the parent body for the agreement.
The MoU covers AI projects across the three Services, as well as joint, tri-service and integrated organisations under HQ IDS. Sarvam will design, develop and deploy AI applications for operational, training and decision-support needs, and provide follow-on technical support.
HQ IDS will facilitate the engagement. The Services and joint organisations would use the same foundation models, agentic infrastructure, and geospatial and perception systems, so lessons from one Service's projects can inform the others.
A firewalled division called Chanakya, dedicated to national security and defence, will oversee the work. It will draw on Sarvam's AI stack, including foundation models such as Sarvam 105B.
Sarvam lists three focus areas:
- Decision support
- Target acquisition and data fusion across the sensor-to-shooter loop
- Human oversight retained on operational decisions
Sarvam also says it will work with HQ IDS to integrate elements of India's defence capabilities into what it calls an "AI fabric". It has not given technical details of the concept.
The MoU is between Sarvam AI and HQ IDS. It covers projects for the three Services and the joint, tri-service and integrated organisations under HQ IDS, with HQ IDS facilitating the engagement. Sarvam says solutions will be built in India and deployed on sovereign infrastructure, with Indian partners.
The MoU follows the company's June 2026 round, in which it raised $234 million in the first close of a $300 million Series B at a $1.5 billion valuation. HCLTech led with $150 million for a 10.46% stake (Rs 1,427.25 crore). The timeline for closing the remaining $66 million has not been disclosed.

Sarvam says the MoU covers several projects across all three Services. It did not disclose the contract value, funding source or duration.
The details above are Sarvam's account. Neither HQ IDS nor the Ministry has independently confirmed them.
Final: Sarvam announced the MoU on October 27 and issued its clarification on October 28 that the counterparty is HQ IDS.
Undisclosed: Sarvam did not disclose the signing date, the signatories, the contract value, the funding source or the duration. It also did not say which specific projects are under way, which Service each serves, or whether any systems have been deployed.
How "human oversight" will be defined or enforced has not been spelled out. There is no statement from HQ IDS or the Ministry.
The IndiaAI Mission selected Sarvam in April 2025 to build India's first sovereign large language model, and now funds it as one of 12 organisations developing foundation models.
In January 2026, Sarvam signed MoUs with Tamil Nadu and Odisha for sovereign AI infrastructure. The Tamil Nadu agreement covers a research park with IIT Madras, and the Odisha agreement covers a 50-megawatt computing facility.
Sarvam reported revenue of Rs 45.1 crore in 2025-26. Its Sarvam 105B model, referenced in the HQ IDS announcement, was among models launched in February 2026 that were trained from scratch on Indian-language data.
